10 Reasons WSSC $10 Million AMI "Smart" Meters Are
  • The "expert witness" hired by WSSC staff is an industry shill who lacks credibility- after all she has defended companies that pollute the air with electromagnetic radiation for YEARS. She has a long history of being paid by companies to do "science' and that "science" always downplays harm- even when it FINDS and effect. Go figure. 
and yes- THEY WILL NEED TO BE CHANGED EVERY 8 YEARS OR LESS BECAUSE these meters do not last that long!!!!!!! 



  • There is no consensus that AMI smart meters make economic sense. Fairfax Water has rejected AMI smart meters as too costly (as of December 2018). Their rates are half of WSSC's rates
  • Deployment of AMI smart meters is a risky proposition. WSSC has a poor record of containing costs of IT projects. Smart meters will put WSSC into the business of collecting massive amounts of customer data. This is not WSSC's core competency.
  • There is no evidence that implementation of AMI smart meters will reduce water rates. In fact the opposite is true, they will increase water rates.
  • The Maryland Public Service Commission has established a statewide policy that customers may opt out of AMI smart meters. So it is outrageous that WSSC seems hell bent on REMOVING our right to OPT Out. 
  • We depend on WSSC staff to provide unbiased information so commissioners can make fair decisions. Staff has instead provided misleading information about AMI smart meters. 
  • The economics of WSSC's AMI smart meter proposal is based on a 2011 study that has not been updated. There is a risk that the cost will be much greater than the estimated $100M. Beware ratepayers cause we are PAYING and will PAY PAY PAY! 
  • As proposed, WSSC's AMI smart meter deployment is bad for the environment. It will result in tens of thousands or working meters entering the waste stream. In addition, digital meters do not last as long as the mechanical ones that lasted decades. AMI is an E-WASTE nightmare. 
  • WSSC's AMI smart meters will kill jobs. Meter reader positions will be eliminated. WSSC says they will be put into new positions BUT WE ALL KNOW WHAT THAT MEANS. 
  • Why is staff presenting AMI smart meters as the only solution to improve WSSC's meter reading operations? There are alternatives available that are more cost effective and avoid the health and privacy concerns of AMI smart meters.

What Are Smart Water Meters?

Many cities across Michigan are installing or have installed smart water meters, and like smart electric meters, smart water meters are making many people ill. Smart water meters are almost always located inside the home, filling the home with nearly continuous radiofrequency emissions. For instance, one man in Inkster had his blood-sugar and blood pressure levels skyrocket after the smart water meter was installed. He wasn’t aware of the installation, and neither he nor his doctor could understand why his levels had suddenly changed so dramatically. Months later, he learned about smart meters, and his doctor told him this was a likely cause of the sudden changes.
Smart water meters, like smart electric meters, are continuously broadcasting RF waves. For example, the Neptune E-coder R900i transmits data to the utility every 14 seconds! Why, we might ask, does anyone—individual, government, or business—need to know 14-second water-usage intervals? It seems to be another case of “just because we can collect it, we will.” This meter has been installed in Romulus and other Michigan cities. See a YouTube video of smart water meter transmissions.
The meters use frequency-hopping spectrums, which further harm health. Ninety-six days of historical data can be retrieved directly from the meter and then downloaded.
The Neptune meter can force water-use restrictions by day on individual customers .

Cities with Opt-Outs

  • Birmingham: Residents who wish to opt out will receive the same smart meter as others, but it will not be hooked up to a transmitter.  Instead a touch-pad will be installed on the outside of the house and read with a touch-reader. A quarterly fee of $12.02 will be charged to cover the cost of a manual meter read.

What to Do
Note that water utilities are almost always municipally owned. This often makes things more difficult, but can also make them easier. The best thing to start with: Talking to your water department and city council members. Educate them, and if the meters are affecting your health, explain that. Note that some cities are offering opt-outs.
The following information was compiled by an attorney (not the attorney that members of SMEN have used to appeal the DTE opt-out program).
  • You can get the public media involved.  Tell the water dept. that you will be sending a letter to the editor of your local newspaper and to local TV stations.
  • Contact your local mayor and state governor requesting that they instruct the water dept. to not turn your water off until some type of resolution can be established within a reasonable time.
  • Contact your public service commission requesting a delay in installation until some type of opt-out plan can be established.
  • Have a policeman at your home when the installers arrive and inform them that they cannot enter your property without committing trespass.  The police office will be a witness and enforce your command for them to vacate the premises.
  • You can file a complaint in circuit court seeking an injunction to forbid the water dept. from installing a smart water meter.  Claims would be based on the violation of your constitutional rights (both state and federal): right to due process of law and liberty in bodily integrity under the 14th  Amendment, right to be free from unreasonable search under the 4th Amendment, and right to be free from government taking without just compensation under the 5th Amendment.  I have heard of some people filing claims in small claims court with some success.  But circuit court is your best option here.
  • Once the water is turned off, the following remedies are available:
  • Send a letter to your water dept. requesting the immediate commencement of water flow to your residence.
  • File a complaint with your public service commission.
  • File a complaint with the attorney general's office.
  • File a complaint in circuit court seeking an injunction and requesting that the water dept. re-establish water flow.  You have been a faithful customer.  You have not been delinquent in your payments and there are no monies owing to the water dept. 
Below are reports of incidents where a customer has lost service due to refusal of smart meter installation. In most cases, service has been restored.

WSSC: Water Meters Pulse Radiation Every 14 Seconds!




How often do water meters pulse radiation?

WSSC is putting forward misinformation by stating the water meters only connect to the tower only a few times a day.  


This IS MISINFORMATION. Why? Because "smart" meters pulse radiation not only to the tower. They emit constantly- FAR FAR more than 4 times a day--  and our bodies absorb the radiation.

WSSC hired an "expert" (who actually has received significant funds from companies) who said that smart meters only pulsed a short time. She forgot to mention that smart meters pulse every  14 seconds!!!!!!!!

It is a fact that "smart" meters emit constant pulses of radio frequency radiation

The water meter called a Neptune E-coder R900i emits radio frequency every 14 seconds. This meter has been installed in Romulus and other Michigan cities. 

Neptune AMI meters send 1-watt microwave radiation pulses every 7 ½ minutes, as well as 100 mW pulses every 14 seconds.

Showcased in 2018 by Neptune Technology Group, these AMI meters send 1-watt microwave radiation pulses every 7 ½ minutes, as well as 100 mW pulses every 14 seconds. The 1-watt pulses are for fixed network data collectors – eg. “small cell” towers in the public right of way. 
Even if a water company only has an AMR system at present – with drive-by or walking data collection — these meters will automatically transmit 1-watt pulses as if there was “small cell” infrastructure or nodes to receive them, with no need for “any type of MIU reprogramming or reconfiguration” later. 
Neptune describes these 1-watt pulses as “high-power”. Electrical engineers I’ve spoken with confirm these are high power, such as from equipment 2+ miles away. These 1-watt transmitters will be inside homes and in sidewalks, with constant, close public access. 
The meters are also 2-way communicating.
The R900® MIU unit is the RF transmitter unit, and is connected to the battery-powered water meter (eg. T-10), which has its own digital mechanics.

Dear WSSC Corporate Secretary and Commissioners of Montgomery County and Prince George’s County, Montgomery County Council Members, and Montgomery County Executive Marc Elrich,
     In my first testimony to you in February 2020, opposing AMI “Smart” Water Meters I told my story of my beloved pet cat who developed extremely high blood pressure 3 weeks after a Pepco Smart Meter was installed on my house. During the afternoons my cat laid approximately 2.5 yards from the smart meter that was on the outside of the house much of the time.  Because of the extremely high blood pressure, she had a detached retina and lost her vision permanently in one eye.  She was extremely lucky that I had gotten her to the vet as quickly as I did before she lost her vision in both eyes or had a serious stroke. The vet put her on blood pressure medication.  After having the smart meter removed and replaced with an analog electric meter, her blood pressure quickly returned to just a little over normal and she could greatly reduce her blood pressure medication.  That was my first understanding of the harms of smart meters.  My vet had heard of other pets having varying serious health problems after a smart meter was installed on their home.  There are many reports of people and animals experiencing serious health effects from the installation of Smart Meters on their homes.     But today I would like to address some other concerns I have about placing a Smart Meter on my or anyone else’s home.
1.       AMI Smart Meters are not cost effective.  There is not a common consensus among water utility companies that AMI smart meters are cost effective.  At least five state regulatory commissions have rejected utility Smart Meters because they are not cost effective: Virginia, California, New Mexico, Indiana, and Massachusetts.  Fairfax Water, in Virginia has rejected smart meters because they are not cost effective. The AARP has warned its members for years about the huge cost of utility smart meters.  As a consumer, I would like you to use the safest, most cost effective approach to monitor water usage. I feel that Smart Meters are expensive, unnecessary, and harmful.
   
2.     Smart meters take away jobs from the employees who come to our homes to record our water usage.  Especially at this time everyone who has a job, desperately needs to keep their job. Maintaining the employment of your water meter reading employees will save them and their families from terrible consequences by taking away the money they need to provide for their families.

3.      An opt-out, even a “no-cost” opt out is not a good solution to this dilemma for two reasons

A.    Because most people do not know that these smart meters are harmful and will not know to request an opt-out.  Meanwhile they, their families and pets may develop health problems and they will not know why, and 
B.     Because we can still be negatively affected by our neighbors’ smart meters. 
·      However, if you do proceed with the installation of Smart Meters, please provide a “no-cost” opt-out option. 

4.    In my opinion, the installation of Smart Meters is not the best solution to this problem.  Wireless communications are more and more becoming recognized as harmful.  Thousands of peer-reviewed studies done by our best scientists have shown this. The microwave radiation electromagnetic pulsed frequencies used are unnatural to our bodies and the bodies of animals, birds and insects, and are harmful to nature.  We have come to a point where we have learned to develop these technologies, but in the words of Dr. Devra Davis, the founder of the Environmental Health Trust, “Just because we can do something doesn’t mean weshould do something.” We need to be very responsible with how we use technology and not let it take away our common sense as to what is best for the greater good.  Please use new analog meters to replace old worn out meters and keep everyone safe from harm and save money.

5.     I feel that the best choice is to use updated analog meters because they are less expensive, it serves your purposes of replacing worn out meters that are not giving accurate readings, and will not cause harm to people, children, pregnant women, or babies.  If Smart Meters wind up costing the public more, that is unacceptable, especially at this time during the pandemic when many people have lost their jobs or their businesses, are on the brink of being evicted, and are sometimes, very sadly, becoming homeless, or worse, dying of the coronavirus and leaving their family without a breadwinner. 

6.      My present water meter is inside my house just a couple of yards from where I am in the kitchen a lot of the time.  I am very concerned that a new Smart Meter installed in or on my home may harm my health. Please use new analog meters and do no harm to life. 

                   I am very grateful, every day, to everyone at WSSC involved with providing us with a reliable source of clean water, a necessity of life.  Thank

WSSC Violates Their Mission


Dear WSSC Commissioners and AMI Project Team     

I am a Montgomery County resident. I attest and affirm under the pains and penalties of perjury that the following statements are true and accurate and within my personal knowledge.

Thank you for giving me the opportunity to comment on WSSC’s plans to provide wireless smart meters for all of its 475,000 customer accounts in Montgomery and Prince George's Counties.  

I admire WSSC’s mission 
to provide safe and reliable water, life’s most precious resource, and return clean water to our environment, all in an ethical, sustainable, and financially responsible manner;

  • to continuously enhance and protect natural resources and the environment for the health of future generations;
  • to achieve the highest level of quality, safety, productivity, and cost-effectiveness;
  • to be a good citizen within our communities and plan proactively with community stakeholders;
  • and to acquire the best people, retain top performers, and develop and grow talent.


WSSC plan that would eliminate meter reading jobs and in their place install devices that pose threats to the public and have questionable reliability, runs counter to your mission.

The cost of converting to wireless smart meters is immense, estimated at $102.5 million by WSSC. In today’s uncertain economic times, recovering these costs will likely result in rate increases as WSSC attempts to maintain technically complex wireless smart meters that will likely have shorter lifetimes than current metering technology. These rate increases will be an increased burden for families that are already struggling to pay their utilities with job and income loss due to COVID-19.

The immense cost of converting to AMI smart meters will also likely result in the laying off of nearly all WSSC staff who read meters. At this time our country and Montgomery and Prince Georges Counties are experiencing extreme rates of unemployment. According to the latest numbers available from the Maryland Department of Labor, unemployment rates as of June 2020 in Montgomery County were 8.1 percent, and in Prince Georges County were 9.9 percent (up from 2.9 and 3.6, respectively, in February 2020). Unions that represent meter readers in other jurisdictions that have adopted AMI smart meters have long asserted that AMI kills meter readers’ jobs. For example, the International Brotherhood of Electrical Workers Local 1837 in Maine reported in 2008 that the switch to various forms of automated meter reading threatened the jobs of approximately 100 revenue data readers. According to IBEW member Bill Dunn, the loss of meter readers is a loss of workers who play a critical role as “birddogs” during storms and other outages. And, according to the IBEW, the loss of meter reader jobs results in the loss of an opportunity for a good entry-level position that has historically been a stepping stone to linework. In the COVID-19 era it is noteworthy that a loss of meter reading jobs is also a loss of jobs that are done outdoors, making them safer than other employment options these workers could search for. The mandated installation of wireless smart meters, as currently contemplated by WSSC, would ignore the rights of property owners to control which equipment is installed on their property, especially in the absence of an unpaid opt-out option. A paid opt-out option, though better than no option, would unfairly radiate customers who can’t afford the added fee. And neither an unpaid, nor a paid, opt-out option would protect the public from the radiation from their neighbors' wireless smart meters.

Scientific evidence of harm from radiofrequency radiation has been growing for decades and has become overwhelming. Thousands of scientific studies have documented clear evidence of harm to human health from this radiation including neurologic effects such as sleep impairments, learning and memory problems, dementia and tinnitus; cardiac and blood pressure effects; endocrine and immune effects; genotoxicity; cancer; and more. Such adverse outcomes and others are established in the scientific literature of nearly 25,00 studies. No mere matters of “concern”, these rather constitute facts of lack of safety and environmental health science.

For example, in 2018 the NIH National Toxicology Program found "clear evidence" that radiofrequency radiation causes cancer, which I do not consider to be a “minimal” impact.
